Two bodies share the work. The Alcohol and Gaming Commission of Ontario registers every operator and supplier and enforces the Registrar’s Standards for Internet Gaming. iGaming Ontario, a separate entity, holds the commercial operating agreement with each registered operator and publishes what the market does. An operator needs both to be legal here, and it is the pair of them that produces the protections further down this page.
The scale is not marginal. In July 2026 Ontarians wagered $9.88 billion through regulated sites, generating $413.6 million in operator gaming revenue from 1.365 million active player accounts, an average of $303 per account. Online casino accounted for 89 per cent of the money wagered and 80 per cent of the revenue; sports betting, despite the advertising, took 10 per cent of wagers, and peer-to-peer poker one. Handle was up 31 per cent on the same month a year earlier and player accounts up 44 per cent.

Your money is separated from the operator’s
Registered operators must hold player funds so they are identifiable and available, and no account is permitted to run a negative balance — if one does, it must be suspended.
Payouts are a requirement, not a courtesy
Timely and accurate payment of winnings is written into the Registrar’s Standards. A site that stalls a legitimate withdrawal is breaching a condition of its registration.

Disputes must be handled in a timely, fair and transparent way, and the AGCO takes complaints about registered operators directly.
Several of these have teeth attached. Games are not permitted to encourage a player to chase losses, to raise a stake beyond what they decided to spend, or to keep going after they wanted to stop. Anyone who has self-excluded must be taken off marketing lists and must not receive incentives or promotions. Credit cannot be extended to a player showing signs of harm. The AGCO has issued six-figure monetary penalties against household names for breaches in this area, which is the clearest evidence that the standards are enforced rather than published.
Why no bonus offer appears anywhere on this site
It is the most useful thing to understand about the Ontario market.
Standard 2.05 prohibits advertising and marketing that communicates gambling inducements, bonuses and credits. The exception is narrow: an operator may display an offer on its own gaming site, and may send one directly to a player who has actively consented on that site to receive it. Everything else is out — direct ads, targeted and algorithmic ads, promo codes, and, in the AGCO’s own words, the links and descriptions provided by affiliates.
Standard 1.19 makes the operator accountable for every third party it contracts, so a comparison site that publishes offers puts the operator’s registration at risk, not just its own reputation. Standard 1.21 goes further: a marketing affiliate advertising for the Ontario market cannot simultaneously promote sites operating here without registration. Standard 2.03 bars active and retired athletes from this advertising altogether, except when they are advocating for responsible gambling. Where an offer is permitted, Standard 2.06 requires every material condition to be disclosed at first presentation, with the rest no more than one click away.
Read those together and a rule of thumb falls out that is worth more than any ranking. If a page is showing you a welcome bonus for an Ontario casino, either the site showing it or the casino behind it is outside the regulated market. The louder the offer, the more confident you can be. That is why the pages here explain how a wagering requirement is calculated and what a conversion cap does to a win, and never list a number you can claim.
Checking a site before you deposit
Two lists settle it; five signals tell you before you look.
The definitive check takes under a minute. The AGCO publishes its registrants, and iGaming Ontario publishes the operators and sites live in the market. If the brand you are looking at is on neither list, nothing else about it matters — not the catalogue, not the payout speed, not the design.

A welcome bonus advertised to you before you have an account
The single most reliable tell. Ontario’s Standard 2.05 forbids public advertising of inducements, bonuses and credits. An offer shouted at you from an ad, a comparison page or a search result is coming from a site outside the regulated market.

Identity verification is a legal obligation, not a policy choice. A site promising to skip it is telling you it is not bound by the rules that make a complaint possible.

Playing at an unregistered site is not itself an offence for the player. What you give up is the machinery: the funds obligation, the disclosure rules, the enforced limits, the complaints route that ends at a regulator with the power to fine and to revoke. When an unregistered operator decides your win was a bonus-abuse violation, that decision is final because there is nowhere above it.
What genuinely separates one registered operator from another
Once regulation has flattened the basics, four things are left.
How fast money leaves
The advertised figure describes only the operator’s own pending period — the window in which a withdrawal sits before anyone touches it. Some set it to zero, which is where “instant” comes from. On top of it sits identity verification, which happens once and is the real reason a first payout is slow, and then the payment rail, which belongs to the banks. What a bonus costs in play
The multiplier is the number that matters, and what it applies to matters just as much. A $500 bonus at 40× applied to deposit plus bonus asks for far more turnover than the headline suggests, while a smaller offer at 15× on the bonus alone can be cleared. Two further limits sit underneath: a maximum stake per spin while wagering is outstanding, and game weighting, where table games routinely count for a tenth of their turnover or nothing at all.
Which rails are supported both ways
Anti-money-laundering practice generally requires a withdrawal to return by the route the deposit came in, at least up to the amount deposited. Depositing by a method that cannot pay out — a prepaid product, in some cases a credit card — means providing and verifying a second method later, when you are already waiting. Choosing how you want to be paid before choosing how to deposit removes an entire class of delay.
Whether the catalogue matches how you play
A two-thousand-title catalogue is worth nothing to someone who plays one table game, and live dealer studios differ sharply in table limits and in how many seats are open at a given hour. Catalogue size is the easiest number to advertise and among the least useful to compare.
The controls you are entitled to
Every registered operator has to offer these, usually a few clicks into account settings.
Deposit limits can be set daily, weekly or monthly. Lowering one takes effect immediately; raising one is deliberately slower, because the point of the mechanism is to put distance between an impulse and its consequence. Loss limits cap net losses over a period rather than the amount you can put in. Session controls and the means to track elapsed time are mandatory, which matters because time is the thing people misjudge first. A time-out pauses an account for anything from a day to several weeks without closing it.
Self-exclusion is a different instrument and works at the level of the province rather than the operator. Tax, age and the two questions that follow them
The legal age for online gambling in Ontario is nineteen, and verification of it is a registration condition rather than a formality an operator can wave through.
On tax, the Canada Revenue Agency treats lottery winnings of any amount as an amount that is not reported or taxed, unless the prize can be considered income from employment, a business or property, or a prize for achievement. The same windfall reasoning is what keeps recreational gambling winnings outside taxable income in Canada. The part people miss sits in the next sentence of the CRA’s own guidance: income earned on those amounts is taxable, so interest earned once winnings are invested has to be reported.
The exception worth knowing about is the one attached to the word “business.” Someone whose play has the organisation, system and expectation of profit that make it a business is in a different position, and that assessment turns on facts rather than on the size of the win. Anyone near that line needs an accountant, not a casino guide.

Questions that come up after the basics

- What do I do if a registered operator refuses to pay out?
- Work through the operator’s own complaints process first and keep the transaction history, which registration obliges it to give you. If that fails, the AGCO accepts internet gaming complaints directly. That escalation is the practical difference between the two markets.
- Why do some sites ask for documents before I have won anything?
- Because verifying at sign-up is faster for everyone than verifying at the first withdrawal. An operator that front-loads the checks usually pays out faster later, which is why a slower registration is often a sign of a quicker payout rather than the opposite.
